2024 ACA Final Rule Aims Improve Health Insurance Access and Equity

On April 17, the Centers for Medicare & Medicaid Services (CMS) released the 2024 Patient Protection and Affordable Care Act Notice of Benefit and Payment Parameters final rule. The agency finalized policies designed to expand access to coverage, advance health equity, and make health insurance plans more affordable including:

  • Adding a new special enrollment period for those who lose Medicaid or Children’s Health Insurance Program coverage
  • Limiting the number of non-standardized plan options
  • Easing automated reenrollment and establishing special election periods to avoid coverage gaps
  • Allowing for door-to-door enrollment assistance to increase consumer engagement and advance health equity

The Association for Clinical Oncology’s (ASCO) comments on the proposed rule supported proposals aimed at reducing or eliminating gaps in health care coverage and improving health equity, and the Association continues to advocate for beneficiary protections by opposing the use of copay accumulator programs.
